No - only sanad-converted land allows construction. And if it's near water (sea, river, creek), CRZ rules may apply.
Do I need a lawyer to buy in Goa?
Highly recommended. Goa has Portuguese-era laws and unusual inheritance rules — a trusted local lawyer is essential.
